No. The Cloud Fundamentals path assumes none. You will pick up scripting along the way — shell and a little Python — because automation needs it, but you do not need to be a developer first.
AWS, in most cases — it has the largest share of job listings and the concepts transfer directly to Azure and Google Cloud. If your employer or target industry is Microsoft-centric, start with Azure instead.
Cloud first. DevOps practices — pipelines, infrastructure as code, monitoring — are automation applied to infrastructure, so they make far more sense once you know what compute, storage, networking and identity actually are.
